On 18 November, SIPRI held a launch event for the new Insights paper, ‘Strengthening EU Civilian Crisis Management: The Civilian CSDP Compact and Beyond’. During the event, Timo Smit, Researcher in SIPRI’s Peace Operations and Conflict Management Programme and author of the report, presented new research on two critical aspects of the compact, namely the commitments by European Union (EU) member states to contribute more personnel to civilian CSDP missions and to promote better representation of women at all levels.
The report was presented three years after the Civilian CSDP Compact was established, on the eve of the third Annual Review Conference on its implementation.
The presentation was followed by an expert panel discussion that focused on the research findings and taking stock of the implementation of the compact commitments. The discussion also explored means of embedding these findings in a broader and more forward-looking perspective, from the EU institution perspective and from the mission perspective. The expert panel was composed of representatives from the European External Action Service and the European Centre of Excellence for Civilian Crisis Management.
The event was held in collaboration with the Permanent Representation of Slovenia to the EU, which hosted the event, and the Swedish Ministry for Foreign Affairs.
