SIPRI publishes backgrounder on the Ukrainian arms industry 

Three years on from Russia’s full-scale invasion of Ukraine, Ukraine faces mounting military challenges as well as growing uncertainty about future military assistance from the United States under the Trump administration. While Ukraine remains heavily reliant on foreign aid for its defence, its domestic arms industry has significantly increased production and developed its capabilities over the last three years. This SIPRI Topical Backgrounder, published to mark the third anniversary of Russia’s illegal war of aggression on Ukraine, examines how Ukraine’s arms industry has transformed during the war.

Bias in Military AI Workshop
SIPRI hosts expert workshop on military artificial intelligence

On 3–4 February, SIPRI held an expert workshop in Stockholm on ‘Bias in Military AI and Compliance with International Humanitarian Law’. Funded by the German Federal Foreign Office, the workshop brought together technical and legal experts from leading companies, non-governmental organizations and governments to discuss the relationship between bias in military artificial intelligence (AI) and international humanitarian law. Findings from the workshop will inform an ongoing SIPRI research project culminating in a report.

Youth! Rise for a Greener Future
SIPRI and partners launch comic book on environmental peacebuilding in Somalia

On 11 February, SIPRI co-hosted a hybrid roundtable in Nairobi, Kenya, to launch a new comic book on storytelling, youth and environmental peacebuilding in Somalia. Produced by Freehand Studios in partnership with SIPRI, the International Organization for Migration (IOM) Somalia and the Berghof Foundation, the comic book explores the connections between climate change, displacement and conflict, as well as the innovative solutions being advanced by young people in Somalia.

SIPRI co-hosts conversation on women’s leadership in peace mediation

On 4 February, SIPRI and the Embassy of Ireland in Sweden hosted a panel on the critical yet often unrecognized role that women play in conflict resolution. During their conversation, Charlotta Sparre, Deputy Director of SIPRI, Áine Hearns, Former Director, Department of Foreign Affairs, Ireland, and HE Barbara Jones, Ambassador of Ireland to Sweden, discussed the challenges, successes and unique perspectives of women at the forefront of mediation efforts.

Spyware as a service: Challenges in applying export controls to cloud-based cyber-surveillance software

For all their legitimate law-enforcement and intelligence-gathering uses, cyber-surveillance tools are prone to abuse. In this context, the growing use of the ‘software as a service’ (SaaS) model poses a particular set of challenges. This SIPRI Topical Backgrounder highlights the export control compliance and enforcement challenges posed by SaaS, reflecting on how states can close existing gaps and achieve more effective oversight of the trade in cyber-surveillance tools.

Closing climate security gaps requires more reliable data on climate finance

Among the limited progress made at the United Nations Climate Change Conference (COP29) in November 2024 was an agreement to mobilize at least US$300 billion a year of finance for climate action in developing countries by 2035. As argued in this SIPRI WritePeace Blog, to ensure that this agreement benefits the most vulnerable, especially those affected by conflict, it is necessary to have a clearer picture of how the money is spent.

Dilemmas in the policy debate on autonomous weapon systems

It is more than 10 years since the first multilateral policy debate took place on whether and how to regulate autonomous weapon systems (AWS). Amid growing dissatisfaction with existing processes, there is pressure for the policy debate on AWS to be diversified. This, however, implies several trade-offs. This SIPRI Topical Backgrounder highlights some of those trade-offs and helps policymakers consider their potential implications for international efforts to regulate AWS.

Parameters to Assess Escalation Risks in Space

Space-enabled services are critical for various civilian and military purposes. Current military uses of space—for example, in the Russia–Ukraine War—indicate several avenues for unpredictability and ambiguity, which can increase potential for escalation, both in space and on earth. Yet, there is no common understanding of escalation risks in the international community. This SIPRI Research Policy Paper identifies four parameters to assess escalation risks in the space domain and makes a series of recommendations to minimize these risks.

Solar Power and Environmental Peacebuilding in South-central Somalia

In Somalia, widespread energy poverty and a heavy reliance on conventional energy sources are deeply linked to ongoing conflict dynamics. To address these interconnected challenges, the IOM in Somalia is advancing rural electrification through solar power as part of a broader environmental peacebuilding strategy. This SIPRI Policy Brief explores how the IOM’s approach to solar power and the facilitation of local public–private partnerships can support environmental peacebuilding, sharing learnings from early implementation stages and providing recommendations for donors and implementing organizations.
